I was raised by my parents, Leo Sr. and Carolyn Skiba, right here in Broome County. I have three sisters and two brothers. My family has a long history of public service and Law Enforcement. I myself have recently retired with over 30 years service from the Broome County Sheriffs Office.

Experience
I have dedicated most of my life to public service. In that time it was my intention to obtain as much education possible to better serve my community. I worked many patrol shifts as well as other law enforcement opportunities and experienced many things. Some were good and some not so good. I had the opportunity to be the Lead Instructor at the Broome County Police Academy firearms training for eight years. I also led the Instructor Development School for ten years certifying 232 new Police Instructors and Certifying new Master Instructors. I believe that continuing education along with continued training makes us better at what we do and allow us to survive in an ever changing hostile world. The responsibility of a person carrying a firearm for personal defense is to be taken with the utmost seriousness and need for training. I don't attend seminars nor do I read manuals. I give seminars and write manuals!
